New Ministerial Regulation on Vaccination Released
The Ministry of Health has issued Ministerial Regulation (MR) 18/2021, which amends the previous MR 10/2021 on vaccination programs. This amendment is intended to accelerate the vaccination process by providing the legal foundation for donated vaccines and their receivers.
Under MR 18/2021, donated vaccines used in both the government program and the Gotong Royong program will have the same legal treatment. This includes legal protection for the treatment of post-vaccination reactions. Vaccines received through donations must be marked with a visible sign and may not be commercialized.
This regulation also features amendments in areas including participants of the Gotong Royong vaccination program, foreign nationals who can get vaccinated in Indonesia, and treatment for post-vaccination reactions. MR 18/2021 expands the categories of foreign nationals who may be vaccinated in Indonesia. Under this amendment, foreigners who are 60 years old and above, as well as educators, can take part in the government vaccination program. Foreign employees are also eligible to be vaccinated under the Gotong Royong program, as long as their companies are registered.

22 Provinces See Increase in Active Cases
Some 22 provinces saw an increase in active Covid-19 cases over the seven days to June 12, said Head of Data and Information Technology of the Covid-19 Task Force Dewi Nur Aisyah. Dewi said seven of the provinces have a referral hospital occupancy of between 50 and 70 percent (Jakarta 68.2 percent, Central Java 68 percent, West Java 65.6 percent, West Kalimantan 63.4 percent, Yogyakarta 59.2 percent). The increase, Dewi said, can be considered a yellow alert for Covid-19 in Indonesia. The increase appears to be due to travel during the Lebaran holiday period.

Cargill Announces $200m Palm Oil Refinery in Indonesia
US agribusiness giant Cargill has said it is building a $200 million palm oil refinery in Lampung, Reuters reported last week. The company expects the project to be completed late next year.
The new refinery is part of a push by Cargill to fully oversee its palm oil supply chain in order to meet North American and European demand for more sustainable palm oil, the company said.
“This project is a key step for Cargill to increase the availability of sustainably sourced and produced edible oil ingredients for our customers,” Robert Aspell, president of Cargill Asia Pacific, said in a company statement.

Micro PPKM Extended to June 28
Restrictions on micro-scale community activities (PPKM) have been extended until June 28, 2021, as a result of a spike of Covid-19 cases following the Idul Fitri holiday. The government is also pushing to accelerate the realization of the 2021 National Economic Recovery Program (PEN) in the health cluster, especially for the diagnostic program, whose budget is placed with the respective regional governments.

The Covid-19 Task Force will use Tower 8 of Wisma Atlet Pademangan, North Jakarta as an emergency hospital ward to accommodate the increasing number of Covid-19 patients. Ganip Warsito, Head of the Covid-19 Task Force, said in a virtual press conference on June 13 that this will add 1,572 beds to the hospital, as well as increase the bed capacity to three beds per room, from the previous two beds. Health workers who previously resided in Tower 8 will be moved to nearby hotels. The tower will now be used by asymptomatic patients from Jakarta and surrounding areas.
