Prof. dr. Hasbullah Thabrany, MPH, Dr.PH is a professor and former Dean of the School of Public Health at University of Indonesia. He had a Medical Degree from University of Indonesia, a MPH and Dr.PH degrees from the University of California at Berkeley, USA. He had work with Rand Corporation, a leading research corporation in the USA while he was studying in the USA. After returning to Indonesia in 1995, he served as Director of Finance and Administration of the Graduate School at University of Indonesia. He teaches health insurance, social security, and health policy. He was Secretary General of the Indonesian Medical Association (1997-2000).

Realizing that there had been severe shortage of professionals knowledgeable with health insurance and social security, he established PAMJAKI (Association of Health Insurance Professionals of Indonesia) in 1998, since then he had been the chairman of the organization until October 2010. He had been one of the key persons in reforming health care and social security in Indonesia after the crisis of 1998. He was a member of the Task Force for Social Security Reform established by the President Megawati.

During 2004-2008 he was selected as the Dean of the School of Public Health University of Indonesia. He is currently the President of SEAPHEIN (South East Asia Public Health Education Institutes Network) serving 14 countries and 54 institutions in Asia. In addition to teaching he has been serving as a consultant in the field of public health and services for various national and international organization such as the ADB, WHO, and GTZ. He assisted the Government of Aceh to establish universal coverage in health care implemented in 2010. He has published four books, on health system reform, health financing, and health insurance. He had edited three books in tobacco control. He had also published more than 80 national and international journal articles.

Dr Ghufron obtained his Ph.D degree at the Faculty of Medicine and Health Sciences, University of Newcastle, Australia in 2000. Previously in 1991 he graduated with a MSc. Degree from the Mahidol University, Bangkok, majoring in Tropical Diseases, sponsored by the Department of Tropical Hygiene, Bangkok, Thailand, and in 1988 from the University of Gajah Mada University, Medical Faculty his MD. Degree


He further accumulated his knowledge by attending short courses in health insurance (UCLA USA) and health economics (pharmaco-economic) run by WHO in Australia, in epidemiology (CDC, USA), a visiting scholar at the International Health Department of Brown University USA,. His managing skills and keen writing ability was proven as a Director of the famous model of a managed health care organization university basis known as Gadjah Mada Medical Center (GMC). He has also conducted many epidemiological studies, Health Insurance, managed health care, health financing for indigent people and quality of health care studies. Dr Ghufron’s study results were published in various national and international journals. His knowledge on public health including the management of health care and epidemiology in the context of decentralization have been developed in the field by acting as a consultant in various districts and provinces in Indonesia. Many international agencies such as World Bank, GTZ, Inwent, AUSAID etc has contracted him as the consultant for the projects in the area of social protection. health finance, health insurance. He also as an inviting lecturer teaching on health financing and health insurance in Tokai University Japan, UKM Malaysia, HAS Pakistan, Asia University Taiwan.

With 25 years experience in health service planning and strategy development, Dr. Gershu Paul drives the Siloam Vision, leads the Group’s expansion strategy and manages hospital operations. Dr. Gershu’s background includes health service planning, organization transformation and leading and managing all phases of a project life cycle, from needs assessment, through to implementation. Dr. Gershu’s sound experience in health service strategy development, project management and clinical operations has facilitated his skill development in formulating and implementing solutions to complex operations in a multi-national environment. Dr. Gershu holds Bachelor’s degrees in Surgery and Medicine from the University of Bangalore, India and a Diploma of Sports Studies and an MBA from the University of Otago, NZ. He is also a fellow of the Royal Australasian College of Medical Administrators and attended the executive program at Harvard Medical School, USA.
